Most agencies use the SME Package Digital to sell you a website. We use it to build your brand’s entire foundation: positioning, identity, website, content, and the online presence to carry it forward.
The SME Package Digital is a Luxembourg state aid scheme run by the Ministry of the Economy. It covers three areas: digital marketing (website creation or improvement, and social media campaigns), management software (ERP, cash register, or industry-specific tools), and electronic invoicing. Fundament works within the digital marketing scope, the part that covers your website, your brand, and your online presence.
To qualify, you need a business permit from the Ministry of the Economy, you need to meet the EU’s SME criteria for staff, turnover and balance sheet, and your registered office needs to be in Luxembourg. Eligible projects run from €3,000 to €25,000 excluding VAT, with 70% reimbursed by the Ministry after completion. This is de minimis state aid under EU Commission Regulation 2023/2831.

What is the SME Package Digital?

Can I use the SME Package Digital for just a website?
Yes. Website creation or improvement falls under the scheme's ‘digital marketing’ category, alongside social media campaigns. It's allowed. We just think it's a waste of a genuinely useful budget: the same €3,000–€25,000 can fund your positioning, your brand identity, your website, your content and your online presence together, instead of a website alone.
Does Fundament handle the government application for me?
No. The pre-analysis and the application itself are handled by your adviser at House of Entrepreneurship (or eHandwierk for craft businesses) and reviewed by the Ministry of the Economy. What we do is scope your project properly, prepare the detailed quote your adviser needs to file it, and then build everything once it’s approved.
How long does the process take?
It varies by case. Your adviser at House of Entrepreneurship or eHandwierk can give you a timeline specific to your file once your pre-analysis is done. What we can control is our side: we scope and quote quickly so it isn’t the bottleneck.
