SME Package Digital
70% of your digital project, funded. Built on a proper foundation.
Most agencies use the SME Package Digital to sell you a website. We use it to build your brand's entire foundation: positioning, identity, website, content, and the online presence to carry it forward.

What it is
A state aid scheme, not a website discount.
The SME Package Digital is a Luxembourg state aid scheme run by the Ministry of the Economy. It covers three areas: digital marketing (website creation and social media campaigns), a management system (ERP, a cash register, or industry specific software), and electronic invoicing through an ERP module. Fundament works within the digital marketing scope, the part that covers your website, your brand, and your online presence.
To qualify
You need a business permit from the Ministry of the Economy, you need to meet the EU's SME criteria for staff, turnover, and balance sheet, and your registered office needs to be in Luxembourg. Eligible projects run from €3,000 to €25,000 excluding VAT, with 70% reimbursed by the Ministry after completion. This is de minimis state aid under EU Commission Regulation 2023/2831.
A subsidised website with no positioning behind it is still just a website.
Here's what usually happens. A business gets approved, hires an agency, and six months later has a nicer website. Same unclear positioning. Same inconsistent visuals from one platform to the next. Same silence on social media. The budget paid for a new coat of paint on an old problem.
A website only works if there is something solid underneath it. A clear answer to what your brand actually stands for, carried through everything you put out, through the content you post and the presence you keep, to make it alive after launch. That's the foundation. We build that first.
What you get
Five things, built inside the same funded budget.
Strategy & Positioning
What does your brand actually stand for?
Before anything is designed, we define the one message that runs through everything your brand does. Your website, your social channels, your printed materials, all of it saying the same thing.
Brand Identity
Logo, guidelines, and a visual system.
So your business looks like one company everywhere it shows up, not a different one on every platform.
Website
Built around your positioning.
Not a generic template with your logo dropped in. Structured around what visitors actually need to understand and do.
Photo & Video Content
The raw material your brand actually needs.
Shot for your business, your products, your space, not borrowed from a stock library everyone else uses too.
Online Presence
Channels set up and pointed the same direction.
A content direction defined, and campaigns that carry the brand forward after launch, not just for the first week.
How it works
The official process, and where we fit into it.
1
Pre analysis
Contact the House of Entrepreneurship or eHandwierk for your consultation. This is the required first step.
2
Talk to us
Before or right after your pre analysis, tell us about your business. We sketch your positioning, brand, website, content, and presence, and outline a realistic budget.
3
We prepare your quote
A detailed, itemised quote covering all five components, exactly as your application needs it.
4
Application submitted
Your adviser at the House of Entrepreneurship or eHandwierk files the application with the Ministry, using our quote.
5
Ministry review
The Ministry's General Directorate for State Aid and Financing reviews the file and sends back a decision.
6
We build
Once approved, strategy and positioning first, then brand, website, content, and presence, in that order and on schedule.
7
Evaluation
A short review confirms the project delivered what was outlined in the application.
8
Payment & reimbursement
You settle the invoice with us directly, then receive the 70% reimbursement from the Ministry.

It's a Luxembourg state aid scheme that reimburses 70% of an eligible digital project for qualifying SMEs. It covers digital marketing, management software, and electronic invoicing. We work within the digital marketing part of it.
70% of eligible costs, on projects between €3,000 and €25,000 excluding VAT. The reimbursement comes from the Ministry after the project is completed and confirmed.
You need a business permit from the Ministry of the Economy, a registered office in Luxembourg, and you need to meet the EU's SME criteria for staff, turnover, and balance sheet.
You can, and it's allowed. But a website alone rarely uses the scheme well. Without positioning and a brand system behind it, you end up funding a nicer version of the same unclear brand.
We scope the project, prepare your itemised quote, and build everything once it's approved. The application itself goes through the House of Entrepreneurship or eHandwierk, they're the ones who file it with the Ministry.
It depends on your case. The pre analysis and Ministry review both run on the government's timeline, not ours. Your adviser at the House of Entrepreneurship or eHandwierk can give you specifics once your pre analysis is booked.
Reach out to us directly for the free scoping call. If you haven't started your pre analysis yet, we'll point you to the right office so you can begin that in parallel.
Official government contacts
The pre analysis and application go through these offices, not through us.
We would rather point you to the source than have you take our word for it. Full scheme details are on guichet.public.lu.
